The incessant act of open urination in our community: Is there nothing that can be done to stop this act?

It is a relatively common sight to see  men pull down their trousers and underwear and quickly urinate at every and any available place. This is also sometimes done in public and open places, with no regard to decency, not minding who is looking at their indecent exposures. This act could be into stagnant gutters, by road sides, in market squares, in major parks etc. Even women are not left out in this indecent and unhygienic exposure, but are more discreet. This short exposure is to be regarded as a clarion call for the government to build public toilets in strategic places for the populace to use so as to prevent and reduce the irrational open urination that is rampant presently.
